By 2025, the number of small, scattered, disorganized, and polluting mining enterprises across the province will have significantly decreased, and the discharge of “three wastes” from resource development and ore-processing enterprises will fully meet emission standards. Green mines will be fully established... With the approval at the fourth meeting of the Provincial Party Committee’s Commission for Comprehensive Deepening of Reform of the “Several Opinions on Fully Promoting Green Development in the Mining Industry” (hereinafter referred to as the “Opinions”), our province’s green transformation of the mining sector now has a timetable and a clear set of tasks.
The “Opinions” are oriented toward the prominent issues currently facing the development of the mining industry in our province, and take as their overarching requirement and direction the promotion of a “radical transformation” of the mining sector. They set forth general goals and policy measures for the green development of the mining industry. According to these overall goals, by 2025, we aim to achieve a significant optimization of the mining structure, concentrate mining-related processing enterprises in industrial parks, bring the recovery rates of mine extraction, mineral processing recovery rates, and comprehensive utilization rates up to national standards, and basically complete the restoration and remediation of mining areas that have been polluted over the years.
In terms of policy measures, the "Opinions" propose strengthening source control by conducting a comprehensive survey and assessment of the current status of mining activities across the province and launching a new round of mineral resource planning. A focused remediation campaign will be carried out, deploying special concentrated efforts to address three key areas: mining activities within priority ecological protection zones, environmental inspections of mining enterprises, and open-pit mining operations. Ecological restoration will be promoted by enforcing the primary responsibility of enterprises; those failing to carry out ecological restoration and remediation as required will be ordered to halt mining operations. Green exploration and mining practices will be advanced by establishing relevant standards, with existing mines required to meet these standards within a specified timeframe. Mines that fail to meet the standards by the deadline will be uniformly shut down for rectification. The structure of the mining industry will be optimized by accelerating the elimination of outdated production capacities, promoting industrial upgrading and transformation, and fostering new growth drivers for the mining economy. A new mining market system will be established by implementing a competitive bidding system for mining rights and a mineral resource acquisition and reserve system, while also setting up an information platform for the mining market. Mining activities will be strictly governed according to law, with severe crackdowns on illegal exploration, mining, and utilization activities. Approval procedures for mining-related enterprises will be standardized, and the "Management Measures for the Bidding, Auction, and Listing of Mining Rights in Hunan Province," issued by the Provincial Government Office in 2016, will be rigorously enforced. The approval process for converting exploration rights into mining rights will be tightened, and harmonious development between mining and land use will be promoted.
